Author : Group 194 – Jabalia | Readings : 102 | Date : 2012-05-24

Some politicians recommend the need to adhere the right of return according to UN resolution 194 for its legal dimensions which is not irrevocable or under questioning, and because it is an individual and collective right cannot be divided or being represented, and it does not waived by prescription , and it constitutes a recognition by the international community for the right of Palestinian refugees to return to their homes which they were displaced from, They also called to shed light on the issue of refugees being woven against it.

This came at a symposium of the popular committee for refugees in Jabalia refugee camp in Gaza, in which Dr. Samir Abu Mdallala, a member of the Central Committee of the Democratic Front for the Liberation of Palestine, and others participated.

Dr. Abu Mdallala, confirmed that the issue of the Palestinian refugees and was born after the creation of Israel , when Palestinians - who their number ranged between 700-800 thousand - were expeled and displaced from their homes to the West Bank, Gaza, Jordan, Syria, Lebanon and Iraq, to bypass borders of the partition resolution number 181, which formed diabolical vain to the geography of Palestine and its distribution of population by giving the Jews an area of 55% and 45% for the Palestinians, while the Jewish population was about a third of the Palestinian population.

Abu Mdallala said: The plight of Palestine actually began after Balfour Declaration, which gave to the Jews a regime in Palestine, and then the division decision in 11.26.1947 No. 181 which partitioned Palestine into two states, Arabian and Jewish, this decision claimed that the separation between the two peoples, Palestinians and Jews, is the solution to the difficulty of co-existence between them. It also, established the ongoing expansion of the conflict so far, so 11.29.1947 became a black day in the history of the Palestinian cause, alongside with the plight of the Palestinian people in their homeland 15.05.1948 and the establishment of Israel.

And the Resolution number 194, adopted by the General Assembly of the United Nations on 11.12.1948 pointed to form an international commission, and to put Jerusalem under an international system and confirmed the right of the Palestinian refugees to return to their homes. And it stressed on that the Palestinian state without the right of return in accordance with Resolution 194 can not be established, and that peace in the region will not be achieved without turning back the rights to their Palestinian owners according to the same resolution.

Abu Mdallala stressed on that the movement of Palestinian refugees is mounting and needs to coordinate among the committees of the right of return in both the National and Legislative Palestinian chambers, plus the PLO Executive committee and the rest of committees in Lebanon, Syria, Jordan, Europe and the Americas, in order to develop movement of the refugees and to enable some to gain as a representative and influential role in the political frameworks, considering it as the movement of all the Palestinian people and represents all Palestinians, and a faction can not bear the issue and its burdens alone. He called also for unifying the movement of refugees in the homeland and diaspora, including carrying case and burdens. He called also for unifying the movement of refugees in the homeland and diaspora in order to enhance its role and its importance in maintaining the right of return and resisting all alternative projects, without the separation of political and social sides.

Abu Mdallala confirmed that the camp will remain a witness to the refugees issue, and that the tasks of Relief and Works Agency for Palestinian refugees (UNRWA) - which was born according to the resolution number 302 on 12/08/1949 that is derived from Resolution 194 - are to relief the refugees and it does not interfere in politics, but since the signature of Madrid and Oslo Accords to get involved in land resettlement through reconciliation process, but the popular movement succeeded to cut off the downward adjustments, and forced the agency to return to its programs of relief.

Abu Mdallala explained that the crisis of (UNRWA) is not financial, as claimed, but it is highly political, aiming to end the work of the Agency gradually by reducing its services, and he alluded to the presence of corruption in (UNRWA), where there are 122 international staff get paid from the total budget which is provided to the Palestinians refugees , and some of them have a salary up to 138 thousand dollars a year, and all this is at the expense of the Palestinian people.

He pointed out the presence of 3 projects to bypass the right of return in the past three years, and the first one is Obama's project, who made a deal with the Jewish organization to return nearly 5 thousand from the first generation of Palestinian refugees from Lebanon to Palestine, which did not differ in the form and content of the agreements of Camp David and Taba in 2000 , the second one is Sarkozy's project which allows the return of 50 000 refugees from Lebanon and set up a fund for them, while the European project combines the return and resettlement, also he stressed that such projects are rejected at the official and popular level and they are a copys of Camp David and Taba.

And the Chairman of the Center of Palestinian refugees for Social Development renewed his call to pay attention to the hot files in the case of the refugees, especially the refugees who live in including the refugess of Nahr al-Bared camp, and the refugees of Iraq. He demanded also to lift the lid of the official media off all the characters and institutions, which calls for to waive the right to return and to bargain it with compensation or to manipulate it through alternative projects that absolve Israel of its moral and political responsibility for the emergence of the refugees issue, and to pay compensation for the damage was done to the refugees , in addition to compensate the host countries for carrying the burden of allowing the refugees to live on its soil.
